The standard advice to homeowners in wildfire-prone regions has been consistent for years: clear defensible space, use ember-resistant vents, install Class A roofing, and enclose the eaves. The guidance is sound. The research supporting it is solid. And yet communities continue to burn — not because individual homeowners failed to harden their properties, but because fire does not respect property lines.
A single non-compliant lot in a row of hardened homes can provide the fuel bridge that carries a fire from the wildland edge into the heart of a neighborhood. A road too narrow for simultaneous evacuation and fire apparatus access can collapse a community's response capacity at the moment it is most needed. A vegetation management standard that applies to private parcels but not to common areas, utility corridors, or roadside margins leaves gaps in the fire perimeter that no amount of individual preparation can close.
The emerging recognition in fire science, community planning, and emergency management is that wildfire defensibility is fundamentally a collective problem. And some American communities are beginning to engineer collective solutions.
The Limits of the Individual Hardening Paradigm
California's Camp Fire in 2018, which destroyed nearly 19,000 structures in Paradise and the surrounding area, became a defining case study in the limits of property-level mitigation. Post-fire analysis revealed that home-to-home ignition — embers and radiant heat from burning structures igniting adjacent ones — was the dominant mechanism of destruction, not direct wildland flame front contact.
This finding has significant implications. It means that a neighborhood's collective fire resistance is partly a function of the least-prepared property within it. A well-hardened home surrounded by conventionally built neighbors faces a materially different risk profile than one surrounded by equivalent construction. Defensible space at the parcel level does not fully account for the radiant heat load generated by an adjacent structure fully involved in fire.
The research term for this dynamic is "community-level fire exposure," and it has pushed planners and fire officials toward a different unit of analysis: the neighborhood, not the lot.
Vegetation Management at Scale
In Firewise USA communities — a recognition program administered by the National Fire Protection Association with more than 1,700 participating sites across the country — one of the most commonly cited and difficult-to-implement strategies is coordinated vegetation management.
The challenge is jurisdictional as much as it is horticultural. Private parcel vegetation is subject to local ordinance, which varies enormously in its specificity, enforcement capacity, and political palatability. Common areas, utility rights-of-way, and roadside margins often fall under separate authority — municipal, county, utility company, or state — with their own maintenance schedules and budget constraints.
Several communities have begun addressing this fragmentation directly. In Marin County, California, a county-level vegetation management program coordinates fuel reduction across parcel boundaries through cost-share agreements and consolidated contracting, reducing the administrative burden on individual property owners while achieving landscape-scale continuity. The program has demonstrated measurable reductions in fine fuel loading along key fire corridors — the pathways that historically carry fire from the wildland edge into developed areas.
In Colorado's Boulder County, a similar approach has been implemented through the county's Wildfire Partners program, which provides individualized home assessments alongside neighborhood-level coordination tools. Participating households receive a certification that reflects not just their own property's condition but their contribution to the broader community's defensibility profile.
Firebreak Infrastructure as Public Investment
Beyond vegetation management, some communities are treating firebreak infrastructure — physical discontinuities in fuel that interrupt fire spread — as a form of public safety investment analogous to roads or stormwater systems.
In the Tahoe Basin, the Lake Tahoe West Restoration Partnership has undertaken a multi-agency effort to create strategic fuel breaks across hundreds of thousands of acres, blending federal land management, state forestry programs, and local government coordination. The scale of the effort reflects a recognition that effective firebreaks in complex terrain require continuity across jurisdictional boundaries that no single agency controls.
At the neighborhood scale, some jurisdictions have begun incorporating firebreak design principles into subdivision approval requirements. New developments in high fire hazard severity zones in California must now demonstrate compliance with updated defensible space standards that account for subdivision-level fuel continuity — not just parcel-level clearing. Road width requirements, turnaround geometry for fire apparatus, and address visibility standards have all been tightened in recent code cycles.
Material Standards Beyond the Individual Parcel
One of the more consequential — and politically complex — extensions of community-scale fire mitigation is the push to apply fire-resistant material standards not just to individual structures but to neighborhood-level elements: fencing, landscaping hardscape, shared walls, and accessory structures.
Fencing is a particularly acute example. A standard wood privacy fence running continuously along a property line creates a fuel pathway that can carry fire directly to a home's most vulnerable points — the base of the wall, the underside of the deck, the area beneath eaves. In neighborhoods where fencing is ubiquitous, this represents a community-scale vulnerability that individual home hardening does not address.
Several California communities have adopted local ordinances requiring non-combustible or ignition-resistant fencing materials within high fire hazard zones. Implementation has been uneven, complicated by existing fence stock, cost concerns, and enforcement capacity. But the principle — that shared and boundary-adjacent elements warrant community-level material standards — is gaining traction in planning circles.
The Regulatory and Funding Barriers
The gap between what is technically achievable and what is actually being implemented at the community scale is substantial, and it is not primarily a knowledge gap. The barriers are regulatory and financial.
Zoning and land use authority in the United States is highly fragmented. A single wildland-urban interface community may sit across multiple jurisdictions with different fire codes, different vegetation ordinances, and different enforcement philosophies. Coordinating across those boundaries requires sustained political will and administrative capacity that most small and mid-sized communities do not have in abundance.
Funding is the other critical constraint. Federal programs — including FEMA's Hazard Mitigation Grant Program and USDA Forest Service grants administered under the Infrastructure Investment and Jobs Act — have expanded resources available for community-scale wildfire mitigation. But grant cycles are slow, application requirements are demanding, and the match requirements can be prohibitive for lower-capacity jurisdictions.
Some states have moved to address this directly. Oregon's Community Protection Program and Colorado's Wildfire Resilience Program both provide state-level funding for community-scale mitigation that complements federal resources. These programs represent a meaningful shift in the framing of wildfire mitigation from individual responsibility to shared infrastructure.
What Success Looks Like
The communities that have made the most measurable progress share several characteristics: sustained local leadership that treats fire defensibility as an ongoing operational priority rather than a one-time project; interagency coordination mechanisms that allow vegetation management, material standards, and infrastructure investment to be aligned across jurisdictional lines; and public communication strategies that help residents understand their individual hardening efforts in the context of neighborhood-scale outcomes.
None of this is simple. But the alternative — continuing to frame wildfire protection as a property-by-property problem while neighborhoods burn in sequence — is a strategy whose limits are increasingly well-documented.
The physics of wildfire does not recognize property lines. The communities that are making progress against it are learning to think at the same scale the fire does.
